Do not disable ESS after brake release to start engine#45

I use ESS disable through the tazer which works great but sometimes I want ESS on so I press the ESS button to reenable it. The problem is after I let off the brake and the engine starts up, the tazer disables ESS again.

The tazer needs to figure out that the engine started back up because of brake release and then not disable ESS under that situation.
