FEATURE: Lower Minimum Speed for Cruise Control#6

The factory minimum speed to engage cruise control is 20 MPH. This feature request is to allow us to set the cruise at speeds below 20 MPH.

This would be nice when needing to maintan an exact speed for mild off-road situations, or even in a neighborhood wher the posted speed is 20 but perhaps we want to go 18 or so to be a bit more cautious).
